Authenticated device mesh capability handle

Devices provides:

• list() and listWithStatus()
• watch(listener)
• connect(...) and disconnect(...)
• scoped peers, channels, and diagnostics
• close()

maxPeers can lower local capacity but cannot raise server admission. Device discovery is not a room and does not use room architecture selection. Use rtc.rooms.join(...) when a group needs the room-wide auto, mesh, sparse, managed, or authority policy. Platform, app, device-resource, and budget ceilings still apply to every avenue.
