Peer, channel, and diagnostic observations are scoped to the handle that owns the avenue. Callbacks from a retired handle are fenced by lifecycle generation.

Use reliable delivery for chat, control, and acknowledgements. Use latest-state delivery for replaceable cursor and transform updates.
